What makes water damage in this county distinctive is the infrastructure built to manage it. The San Bernardino County Flood Control District operates an extensive system of debris dams, channels and spreading grounds — the Day Creek and Deer Creek basins above Rancho Cucamonga, the Cucamonga Creek channel running south through Ontario, and the spreading basins that recharge groundwater along the way.
That system exists because this is an alluvial fan at the base of a steep, fire-prone mountain range. Rain here doesn't soak in; it runs. Annual totals in the valley are modest — under 18 inches in most of the west end — but nearly all of it arrives between November and March, frequently in a handful of large events. Tropical Storm Hilary in August 2023 delivered totals over a foot in parts of the county and produced flash flooding well outside the usual footprint.
Above the flood control system sits the other half of the risk: burn scars. After a foothill fire, the slope loses the vegetation that used to hold rainfall, and debris-flow potential stays elevated for years.
