Water damage questions from Red Hill

Water appears in our lower level every wet winter. Why?

On a slope, that's almost always drainage rather than plumbing — a French drain that silted up, a swale regraded during landscaping, a plugged retaining wall weep hole, or grading that has settled over the years. It's fixable, but the fix is outside the house rather than inside it, and it's worth diagnosing before the next season rather than after.

Is storm water damage covered by insurance?
